HHS report alleges improper billing for pediatric gender care
The U.S. Department of Health and Human Services (HHS) has released a 64-page report titled ‘Wolves in White Coats,’ alleging that healthcare providers and hospitals have improperly billed for gender-affirming care for minors. The report claims that providers may have misused diagnostic codes to secure coverage from private insurance and Medicaid. Specifically, it notes approximately $50 million in claims for puberty blockers billed under an unspecified endocrine disorder code (E34.9) and nearly $11 million in claims for patients aged 13 to 17 billed using a code for precocious puberty.
According to the findings, hospitals and clinics have billed nearly $120 million for gender-related medical treatments to minors since 2019. The report identifies Mount Sinai Medical Center in New York and Boston Children’s Hospital as among the highest billers. HHS suggests that the growth of gender care has created financial incentives for hospitals to promote these services as a new revenue stream.
In response to these findings, Vice President JD Vance has referred the matter to the Department of Justice and the HHS Office of Inspector General for a federal criminal investigation into potential fraud and violations of federal law. Additionally, the Trump administration has finalized a rule barring two major federal health programs from funding puberty blockers, hormone therapy, and surgeries for gender dysphoria.
