The U.S. Department of Health and Human Services (HHS) released a report titled “Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of ‘Gender Medicine.’” The report alleges that over 225 hospitals and health systems engaged in improper billing for gender-affirming care for minors, totaling nearly $120 million in gender-related medical treatments since 2019.

Specifically, the findings suggest providers used misleading diagnostic codes to secure insurance coverage. This includes approximately $50 million in claims for puberty blockers billed under a code for “unspecified endocrine disorders” and nearly $11 million in claims for patients aged 13 to 17 billed under a code for “precocious puberty.”

Following the report, HHS Secretary Robert F. Kennedy Jr. referred several hospitals, physician groups, and pharmacies to the Office of Inspector General, while Vice President JD Vance referred the matter to the Department of Justice for a federal criminal investigation. HHS noted that these referrals are requests for investigation into whether billing practices complied with federal regulations and do not constitute formal charges of fraud.
