Israel is rapidly increasing settlement activity in the occupied West Bank as the country prepares for national elections in October. The United Nations warned that settler attacks and the creation of illegal settlements and outposts have reached an "all‑time high". Israeli Defence Minister Israel Katz said the government has approved 104 illegal settlements and about 160 settlement farms in the West Bank since coming to power in 2022.

Finance Minister Bezalel Smotrich promoted the E1 project, linking East Jerusalem to the Maale Adumim settlement and claiming it "buries the idea of a Palestinian state." The shift of West Bank administration from military to civilian institutions has accelerated planning, infrastructure work and new housing approvals, which rose by more than 30% over the previous year.

Violent settler groups such as the Hilltop Youth have intensified attacks. The United Nations recorded over 1,330 settler attacks in the first half of 2026, including arson, vandalism and assaults on Palestinians. Recent incidents south of Nablus saw vehicles set ablaze and electricity poles damaged, cutting power to villages. Analysts warn that the expanding settlement network further undermines the prospect of a contiguous Palestinian state and threatens regional stability.
