Hanoi and Ho Chi Minh City Accelerate Social Housing and Land Auction Plans

Vietnamese local authorities are rolling out measures to speed up social‑housing construction, land auctions and resettlement projects. Hanoi has introduced a “green‑lane” procedure that cuts planning and building approvals by at least 50%, tasking the Construction Department to issue permits within ten days and the Agriculture‑Environment Department to hand over land within 20 days. The city aims to start all 114 social‑housing projects in the second half of 2026, delivering up to 27,000 apartments. Ho Chi Minh City is preparing to auction 50 land parcels, expecting roughly 96.8 trillion VND in revenue, and is accelerating land‑valuation work to meet a 2026 target of about 47 trillion VND from land fees. In Nghệ An, officials have announced a “3‑no” sanction policy for project leaders whose public‑investment projects lag, while simultaneously pushing forward resettlement housing in mountainous communes, reporting high construction completion rates but noting material shortages and procedural delays. In Quang Ngai, provincial officials are clearing land, finalising compensation and converting forest use for a multi‑hundred‑hectare urban‑development project valued at around 7 trillion VND. Collectively these actions aim to reduce administrative bottlenecks, accelerate land‑use conversion and meet housing‑supply and fiscal goals by the end of 2026.
