Ho Chi Minh City implements new rooftop solar regulations

Ho Chi Minh City authorities and energy officials have introduced new guidelines for implementing Decree 243/2026/NĐ-CP, aimed at accelerating the development of self-produced and self-consumed rooftop solar power.

The updated regulations streamline administrative procedures by allowing photovoltaic panels to be installed on both roofs and building enclosures. For households, selling surplus electricity will no longer require registration as a business entity. Under the new framework, developers must submit project notifications online at least ten working days before installation. If grid operators do not object to potential network overloading within three working days of receiving the forwarded notice, developers may proceed with their plans.

A significant change includes flexibility regarding surplus electricity sales. While regulations typically cap sales at 50 percent of total output, Decree 243 allows parties to negotiate rates for surplus electricity exceeding this threshold through 2030. These measures support a national goal of having 50 percent of households utilizing solar power by 2030, contributing to energy security and sustainable economic development.
