Ho Chi Minh City keeps civil‑servant pay rise, overhauls street order

Ho Chi Minh City announced that it will continue the additional income allowances for civil servants after the recent merger of its administrative units. The extra pay, capped at 1.5 times the base salary or a flat VND 3 million per month, will be kept for 2025‑2026, and the leadership‑allowance coefficient is retained under Decree 07/2026. The city also plans extensive training for officials, with 62 domestic and 8 overseas courses slated for about 30,080 participants in 2026.

In parallel, the municipal government is revamping its approach to urban order and sanitation. Shifting from punitive enforcement to proactive dialogue, officials are assisting residents and businesses with online procedures, electronic payments, and the “No‑trash” action plan. Street cleaning, removal of illegal encroachments, and fire‑safety checks have been intensified, leading to noticeably clearer sidewalks and calmer street‑level activity across central districts and fast‑growing suburbs.
