Ho Chi Minh City super‑city pushes hi‑tech and universities

Overview

Ho Chi Minh City continues to implement its two‑tier governance model and digital‑economy strategy aimed at 10 % GRDP growth and a per‑capita GDP of US$45 000 by 2035. The city’s education drive has already seen seventeen universities enter the Times Higher Education rankings, textbook price cuts, and the Inspire Khai Nguyên school system recognized for its high‑tech, high‑touch model. In early July the municipal government approved a major expansion of the Saigon Hi‑Tech Park, adding nearly 195 ha in Long Phuoc Ward for research labs, an innovation hub, business incubators and training centres, funded by the Department of Finance and a dedicated steering committee. The same week a US$1.1 billion redevelopment of a 73‑ha Saigon River waterfront was launched, with cultural parks, a ship‑bow pedestrian bridge, widened streets, new bridges and underground facilities, slated for completion by 2 September. A university‑focused conference in Hanoi on 15 July, organized by VinUni with Times Higher Education, underscored evidence‑based management and reaffirmed the goal of placing at least one Vietnamese university in the global top‑100 by 2030. On 16 July the Health Department announced a palliative‑care programme for primary health stations and family‑doctor networks. In late July 2026 the People’s Committee approved a US$101 million, multi‑phase programme to digitise municipal archival records from 1975 to mid‑2025, covering about 75,371 linear metres of shelving and roughly 603 million pages. Phase 1 (2026‑2030) will digitise 435 million pages from 159 agencies at a cost of VND1.925 trillion (US$73 million); Phase 2 (2031‑2035) will process another 168 million pages from 181 agencies for VND744.7 billion (US$28 million). Funding comes from the state budget, with priority given to historically significant and frequently requested files.
