Ho Chi Minh City orders acceleration of BT infrastructure projects
The Ho Chi Minh City People's Committee has issued a directive requiring investors and enterprises involved in Build-Transfer (BT) projects to accelerate their implementation progress. The city's mandate focuses on the development of projects under the public-private partnership (PPP) model.
Investors, including major entities such as Vingroup, Sun Group, Masterise, and Dai Quang Minh, are instructed to urgently complete and submit feasibility study reports, construction designs, cost estimates, and draft project contracts. These submissions must comply with current legal regulations regarding investment, construction, and land use.
The directive emphasizes that companies must select consulting organizations with sufficient capacity and experience suitable for the technical requirements and timelines of each project. Furthermore, investors are held legally responsible for the accuracy and integrity of all submitted data and proposals. The city cautioned that any preliminary work must not compromise construction safety or create unplanned financial obligations for the State without official approval.
