Ho Chi Minh City orders Hoa Sen School to cease Hanoi Highway operations

The Ho Chi Minh City Department of Education and Training has ordered Hoa Sen Secondary and High School to cease all enrollment and educational activities at its location on Hanoi Highway (Km11+300, Tang Nhon Phu Ward). This decision follows an inspection which revealed that the school failed to provide legal documentation proving land use rights, house ownership, or a valid lease agreement as required by Decree No. 125/2024/ND-CP.

Additionally, the school's main headquarters at 26 Phan Chu Trinh has not been assigned enrollment quotas for new grade levels for the 2026-2027 academic year. A third location on Vo Van Ngan Street ceased operations during the 2025-2026 school year, and while the school has applied to move to a new site at Ho Chi Minh City Vocational College, it has not yet received permission to operate there.

The Department of Education and Training stated that its priority is to ensure students' right to education and to prevent any disruption to their studies before the 2026-2027 school year by arranging suitable alternative placements.
