Ho Chi Minh City prepares for Urban Development Law and cultural integration

Ho Chi Minh City is preparing to implement the Urban Development Law, which is set to take effect on October 1, 2026. The law provides a broad legal framework with specific mechanisms and decentralization intended to drive sustainable development and unlock resources in land, finance, and technology.

To implement this law, the City's People's Council expects to issue 147 resolutions, including 125 regulatory resolutions. Officials emphasize the need for a flexible institutional mechanism to avoid legal gaps during large-scale urban projects.

Parallel to these structural changes, the city is addressing the cultural gap within its multi-center urban model. While the central district benefits from museums, theaters, and international festivals, peripheral areas, industrial zones, and new residential areas face limited access to high-quality cultural products. Efforts are being directed toward allocating resources more equitably to ensure residents in outlying areas can access spiritual and cultural services.
