During its fifth session, the People's Council passed 38 resolutions focused on implementing the Urban Development Law. These include regulations on underground space management, allowing land users to utilize depths up to 15 meters without additional fees. The city is also advocating for new mechanisms to develop underground parking and commercial connections to metro lines to alleviate flooding and traffic congestion. The council approved measures to suspend utility services for entities violating construction, land, fire safety, or environmental regulations. Economically, the city reported a 9% GRDP growth for the first nine months of 2026.
In an effort to resolve jurisdictional overlaps, the Ho Chi Minh City People's Committee has proposed a new three-step process to recover land and housing currently managed by central government agencies. The proposal aims to complete the recovery within 40 days. The city currently manages 1,491 sites belonging to central agencies, totaling over 11.48 million square meters, with portions slated for asset sales or land use changes. In parallel, construction is progressing at the new Ho Chi Minh City administrative center and central square in the Thu Thiem New Urban Area.
