Ho Chi Minh City proposes new infrastructure and TOD investment policies
Ho Chi Minh City is seeking public feedback on a draft resolution aimed at incentivizing investment in technical infrastructure, transport, and logistics. Under the proposed Transit-Oriented Development (TOD) model, investors may be permitted to propose boundaries, scopes, and project scales for TOD areas during the urban planning process. For public investment projects, the city budget would cover compensation, resettlement, and land acquisition.
To address urban parking shortages, the draft proposes supporting investors with 50% of loan interest through the Ho Chi Minh City Financial Investment Development Corporation (HFIC) for up to five years. The city also plans to allow the temporary use of certain streets, sidewalks, and unutilized public land for parking.
Furthermore, the resolution aims to simplify land clearance procedures by allowing compensation and resettlement to be treated as independent component projects. The city also intends to prioritize land and water resources for the development of seaports, inland ports, logistics centers, and e-commerce fulfillment hubs.
