Ho Chi Minh City: Regional Integration and Infrastructure
Overview
Ho Chi Minh City is advancing its integration through strengthened regional diplomacy and modernized urban planning. The city is deepening bilateral ties with Indonesia and acting as a bridge to Thailand, while also strengthening cooperation with northern Vietnamese provinces to create value-chain-based partnerships.
Urban development is centered on Transit-Oriented Development (TOD) and a massive expansion of the urban railway network. The city is progressing on several major metro projects, including Metro Line 2 (Ben Thanh - Tham Luong), where construction is being executed by a consortium of THACO Group and China Railway Group Limited. China Railway Sixth Group (CRSG) has been granted a construction permit as a subcontractor for tunneling and track installation on Line 2. Authorities are also conducting consultations for the 45 km Metro Line 4 and exploring underground commercial spaces at Ben Thanh and Tan Son Nhat Airport. Long-term national plans aim for Ho Chi Minh City to host 28 rail lines spanning 1,024 km by 2030. To support these expansions, the city is exploring bond issuances through the Ho Chi Minh City International Financial Center to mobilize capital for green and sustainable infrastructure.
Regional connectivity is being bolstered by land surveys for new lines connecting Binh Duong to the city center and the Binh Duong New City - Suoi Tien line. Infrastructure efforts also include designating new mooring locations along the Saigon River to improve waterway logistics. However, ongoing construction continues to cause significant transit disruptions. As of October 2026, Metro Line 2 works and new one-way traffic diversions on Nguyen Thi Minh Khai and Cach Mang Thang 8 streets have caused heavy congestion and localized gridlock at several major intersections.
