Ho Chi Minh City resolves ownership certificate issues for 274 projects

Ho Chi Minh City has successfully resolved legal bottlenecks to facilitate the issuance of ownership certificates (pink books) for nearly 190,000 housing units across 274 projects. This progress has been achieved over the past two years through the city's task force, which addressed issues related to land, planning, construction, and developer financial obligations.

A key strategy employed by authorities is the principle of “separating violations to issue certificates.” This allows for the priority issuance of ownership documents to residents who have complied with planning regulations and fulfilled all financial requirements, while legal infractions by developers are handled separately. This approach aims to protect buyer rights, stimulate real estate transactions, and increase state budget revenue.
