Ho Chi Minh City seeks Japanese cooperation to become a regional megacity

A delegation from the Ho Chi Minh City People’s Council, led by Vice‑Chairman Huynh Thanh Nhan, visited Japan from 5–9 June 2026. The officials met State Minister of Land, Infrastructure, Transport and Tourism Sasaki Hajime and Minister of Internal Affairs and Communications Hayashi Yoshimasa.

During the talks, Nhan briefed the Japanese ministers on Vietnam’s economic, political and social developments in the first half of 2026 and on the forthcoming Special Urban Law that will give Ho Chi Minh City greater authority after its merger with Ba Ria‑Vung Tau and Binh Duong. The city aims to accelerate its growth into a regional megacity and asked Japan for support in infrastructure, transportation, urban planning, tourism development and ODA financing. Sasaki described the period as “an opportune time for Ho Chi Minh City to accelerate its growth” and affirmed Japan’s willingness to discuss cooperation projects and provide technical expertise. Hayashi also expressed readiness to assist in areas under his ministry’s scope and to expand professional exchanges.
