Ho Chi Minh City Shifts Poverty Reduction to Livelihood and Job Creation by 2030

The People's Committee of Ho Chi Minh City has issued a plan to eliminate all households classified as poor by 2030. The new approach moves away from direct cash assistance toward multi‑dimensional support that emphasizes livelihood, employment, housing, education, health, clean water, sanitation, information access and community participation. As of the end of 2025, the city records 16,448 poor or near‑poor households, representing 0.44% of all households, including 3,610 poor and 12,838 near‑poor families.

The city will develop a new multi‑dimensional poverty standard, update its household database, and allocate conditional support based on specific deficit indicators. Measures include expanding policy credit, providing production‑oriented loans, offering vocational training, supplying means of livelihood, and encouraging enterprises and cooperatives to link poor households to value‑chain activities such as OCOP products and cooperative villages. The goal is to enable sustainable income growth and long‑term self‑reliance while ensuring full access to basic social services.
