Ho Chi Minh City authorities target massive social insurance arrears

Ho Chi Minh City authorities are intensifying efforts to recover unpaid social, health, and unemployment insurance. As of August 31, 2026, the estimated total amount of unpaid insurance in the city reached approximately 6.6 trillion VND, representing 4.12% of the collection plan.

To address this, the Ho Chi Minh City Social Insurance agency has met with 6,755 units regarding insurance arrears, totaling about 2.16 trillion VND. Through these coordination efforts, over 442 trillion VND has been recovered, accounting for 20.45% of the listed arrears.

In a significant legal move, the People's Procuracy of District 4 in Ho Chi Minh City has initiated civil public interest lawsuits against two companies, Company T. and Company V., to protect the rights of 140 workers. The lawsuits seek to recover more than 28.4 billion VND in outstanding mandatory insurance payments. Company T. reportedly owes nearly 14.7 billion VND, while Company V. owes over 13.7 billion VND. Despite previous administrative penalties issued by the Ho Chi Minh City People's Committee, both companies have failed to fully settle their debts.
