In Ho Chi Minh City, social insurance authorities have been addressing regulatory clarifications and significant debt issues regarding unemployment and social insurance contributions.

Initially, the Ho Chi Minh City Social Insurance agency clarified rules regarding the preservation of unemployment insurance contributions. Citing Circular No. 15/2023/TT-BLĐTBXH, the agency noted that while contributions between 36 and 144 months may be preserved, any amounts exceeding the 144-month threshold are not eligible for preservation under current legal frameworks.

Parallel to these regulatory clarifications, authorities have intensified efforts to recover massive insurance arrears. As of late August 2026, unpaid social, health, and unemployment insurance in the city reached approximately 6.6 trillion VND. Coordination efforts involving thousands of units have resulted in the recovery of over 442 trillion VND, or 20.45% of listed arrears.

Legal action has also escalated, with the People's Procuracy of District 4 initiating civil public interest lawsuits against two companies, Company T. and Company V. These lawsuits aim to protect the rights of 140 workers and seek to recover more than 28.4 billion VND in outstanding mandatory insurance payments, as both companies failed to settle debts following previous administrative penalties.
