Ho Chi Minh City targets low-carbon economy and cultural industry growth

Ho Chi Minh City is implementing strategic initiatives to transition toward a low-carbon economy and expand its cultural industries. To reduce greenhouse gas emissions, the city is focusing on technological applications in waste and wastewater treatment, promoting a circular economy where waste is repurposed as a resource. In the industrial and energy sectors, the city aims to manage emission quotas, adopt clean technologies, and encourage renewable energy sources such as solar and wind power.

In the transportation sector, the city is prioritizing adaptive infrastructure and the use of electric and clean-fuel vehicles. Additionally, the construction and urban planning sectors are being encouraged to improve production management and adopt low-emission building materials.

Regarding cultural development, the city’s cultural industries are projected to contribute approximately 5.7% of its GRDP in 2025, with a target of reaching 7% to 7.2% by 2030. To support this growth and its status as a UNESCO Creative City in film, Ho Chi Minh City anticipates a public investment requirement of over 40,800 billion VND for culture and sports between 2026 and 2030. The city plans to supplement this through socialization and public-private partnerships (PPP) to address infrastructure needs and staffing challenges in its cultural institutions.
