Ho Chi Minh City to fund 100% health insurance for seniors aged 60-65
The Ho Chi Minh City People's Committee has completed a dossier to amend Resolution No. 56/2025, proposing that the city budget cover 100% of compulsory health insurance (BHYT) premiums for permanent residents aged 60 to under 65 who do not yet have a BHYT card. The amendment is slated for discussion at the city council meeting in July. If approved, the scheme would benefit roughly 196,000 people and require an additional budget of more than VND 267 billion annually. Currently, the 100% subsidy applies only to those aged 65‑74; after five months of implementing the resolution, the city issued BHYT cards to over 276,200 seniors aged 65‑74, generating about 1.47 million medical visits and VND 1.083 trillion in fund payouts. A survey of 2,630 residents aged 60‑64 showed 60.6% face severe difficulty paying premiums. The city argues the expansion complies with the Senior Citizens Law, the 2025 Population Law, and related decrees, and aims to raise coverage and reduce out‑of‑pocket costs. Similar 100% subsidy measures are already being adopted in Hanoi and Hai Phong.
