Ho Chi Minh City to Pioneer New Foreign Affairs Model, Says Vice Chairman Nguyen Loc Ha

Vice Chairman of Ho Chi Minh City People's Committee Nguyen Loc Ha presented a discussion at the 22nd Foreign Affairs Conference on perfecting the operational mechanism of the city’s foreign affairs apparatus. He called for greater decentralisation, delegation and unified management to boost the megacity’s international integration.

Loc Ha highlighted Ho Chi Minh City’s role as Vietnam’s economic, financial and technological hub, noting partnerships with 88 foreign localities and nearly 20 international organisations. In the first half of the year the city recorded over $100 billion in import‑export turnover, attracted more than $7.5 billion in foreign direct investment, welcomed about 6.5 million international visitors and saw its International Financial Center rise 11 places in the GFCI 2026 rankings, underscoring foreign affairs as a direct driver of development.
