Honduran Congress adopts ENEE reform bill incorporating 95% of stakeholder recommendations

Honduran lawmakers approved a reform package for the state electricity utility ENEE that integrates roughly 95% of the observations submitted by industry stakeholders, including the utility itself, generators, the Honduran Business Council (Cohep), the World Bank‑affiliated Inter‑American Development Bank, the International Monetary Fund and the Central American Electricity Institute. Deputy and Congress vice‑president Tania Pinto highlighted the need for a “structural surgery” to stop the utility’s monthly losses of about 1.3 billion lempiras and its unsustainable financial and administrative model.

The Association for a More Just Society (ASJ) warned that ENEE is losing 544 lempiras per second, a cost that could fund dozens of hospitals or schools. The group accused political interference with the utility’s operations and non‑competitive contract awards, driving up consumer tariffs. While the National Party backs the reform, the Liberal Party remains cautious, seeking safeguards to keep ENEE relevant and proposing its own amendments.
