Honduras ENEE reform and debt crisis

Overview

The Honduran government has taken a series of fiscal and energy‑sector steps while the ENEE reform remains contested. In early May President Nasry Asfura announced the repayment of more than 12 billion lempiras of floating debt and injected funds into health, infrastructure and school internet, signalling a broader effort to stabilise public finances. At the same time ENEE’s liabilities surged: by mid‑May the utility owed roughly 26 billion lempiras to private generators, prompting a meeting with the president and a request for a 4‑billion‑lempira cash infusion to avoid blackouts. ENEE’s monthly cash‑flow deficit of about 1.3 billion lempiras was confirmed, and the utility raised over 3.6 billion lempiras through two sovereign‑bond issuances, though analysts note the measures do not solve structural losses of roughly 50 million lempiras a day.

Legislative debate has intensified over the direction of reform. The ruling government advocates for a new Electricity and Renewable Energy Law to diversify the energy matrix through private investment. However, the Libertad y Refundación (Libre) party has accused opposing factions of attempting a “disguised privatization” that could weaken the ENEE. Meanwhile, the Liberal Party has signaled a potential consensus with the National Party to present a counterproposal ensuring the ENEE remains a fully state-owned entity.

Operational challenges have also escalated. ENEE is struggling with energy theft, which accounts for an estimated 30% to 35% of total losses. Furthermore, organized crime in certain “difficult to manage zones” has prevented utility crews from performing billing, supervision, and maintenance, with reports suggesting criminal groups may be conducting parallel collections from residents.
