Honduras advances ENEE energy reform with government and international backing

Honduran officials warned that without a comprehensive reform of the national electricity company ENEE, structural problems, rising debt and persistent losses will continue. Central Bank President Roberto Lagos said the plan would set clear rules to improve financial sustainability and stressed that it does not involve privatization, adding that multilateral institutions back the proposal.

President Nasry Asfura urged the 128‑member Congress to approve the reform, arguing that the state‑run utility must remain Honduran‑owned. He highlighted losses exceeding 100 billion lempiras and outlined a new model that would split ENEE into three state‑controlled entities for transmission, generation and distribution, while attracting private investment for modernization.

The Inter‑American Development Bank (BID) announced its support for the reform, stating that it aims to modernize ENEE without selling the utility, improve transparency and draw private capital to ensure long‑term grid stability.
