Honduras and Venezuela advance electrical sector reforms and recovery plans
Honduras has begun implementing the Energy Justice Law, which reforms the electrical sector and restructures the National Electric Energy Company (ENEE). An inter-institutional committee has been established to coordinate these actions, including the preparation of a 600-megawatt tender expected early next year. The new law includes a six-month freeze on electricity tariffs and debt forgiveness for low-consumption users. The ENEE will maintain state control through three subsidiaries dedicated to generation, transmission, and distribution.
In Venezuela, authorities claim the country can now access the technology and spare parts necessary to recover the National Electric System (SEN) following years of alleged blockades. Minister of Electric Energy Rolando Alcalá announced a plan to incorporate 1,300 megawatts into the system during the final quarter of the year to stabilize the grid and reduce blackouts. This follows reports of severe electrical instability, with technical audits suggesting the system is operating at only 40% capacity, leading to frequent power outages and social unrest.
