Honduras energy sector reform
Overview
Honduran President Nasry Asfura sanctioned the Ley de Justicia Energética to restructure the national electricity sector. The reform mandates the reorganization of the Empresa Nacional de Energía Eléctrica (ENEE) into a parent company with three state-owned subsidiaries focused on generation, transmission, and distribution. This structure aims to improve efficiency and attract investment while maintaining 100% state ownership to prevent privatization.
Key provisions of the law include a six-month freeze on electricity tariffs, which the National Congress may extend for another six months. To assist low-income residents, the legislation offers debt amnesty for users consuming up to 250 kWh per month, a measure expected to benefit roughly 500,000 people.
Following the law’s publication in the official gazette, La Gaceta, the government established an Inter-institutional Follow-up Committee comprising the Presidency, the Ministry of Energy, ENEE, the Energy Regulatory Commission (CREE), and the Ministry of Finance. Implementation steps include plans for a 600-megawatt tender early next year to lower long-term generation costs and decrease dependence on diesel-powered plants.
