Hong Kong housing minister resigns after fatal Tai Po apartment fire

Hong Kong Housing Secretary Winnie Ho has resigned following an independent investigation into the fatal fire at the Wang Fuk Court residential complex in Tai Po. The blaze, which occurred on November 26, 2025, killed 168 people and displaced thousands, making it the city’s deadliest residential fire since 1948.

Chief Executive John Lee and seven senior officials issued a formal apology, bowing to the public during a press conference. The investigation, led by a judicial panel, identified systemic failures and inadequate oversight by the Housing Bureau’s Independent Checking Unit, the Buildings Department, the Fire Services Department, and the Labour Department. The report noted that the use of non-compliant, flammable materials in construction netting and scaffolding contributed to the rapid spread of the fire.

In response, the government announced a series of sweeping reforms. These include criminalizing bid-rigging in building maintenance via the Organized and Serious Crimes Ordinance, overhauling the complaint handling system, and establishing a new regulatory body to replace the Independent Checking Unit. Additionally, a centralized electronic database integrating records from various departments is expected to launch around May or June next year to improve cross-departmental coordination.
