Hong Kong Wang Fook Yuen fire investigation and reform
Overview
Following a ten-month investigation into the Wang Fook Yuen fire in Tai Po that claimed 168 lives, an independent report has been submitted to the Chief Executive. The investigation involved 30 hearings and the review of over one million files. The report issued a “strongest condemnation” against contractor Wang Yip and engineering consultant Hung Yee, both of whom face manslaughter charges. Findings indicated the use of non-flame-retardant scaffolding netting, the use of foam to seal windows, and the alleged use of falsified documents. Seven individuals and two companies have been charged with offenses including manslaughter in connection with the fire.
Chief Executive John Lee and several senior officials, including Secretary for Development Anne Fung and Acting Secretary for Housing Paul Wong, have issued formal apologies. The report identifies systemic failures across the Fire Services Department, the Buildings Department, the Labour Department, and the Housing Bureau’s Independent Checking Unit (ICU). In response, Secretary for Housing Winnie Ho resigned to take political responsibility. While the Chief Executive stated no personal wrongdoing by Ho was found, her resignation follows the inquiry's findings.
New details from the inquiry suggest a lit cigarette may have been the most likely cause, noting that construction workers had been smoking on-site. The investigation blamed renovation consultant Will Power Architects Company and main contractor Prestige Construction & Engineering Co for cutting corners.
The government is implementing a reform plan involving 120 recommendations. Key measures include criminalizing bid-rigging via the Organized and Serious Crimes Ordinance and forming a joint task force with the Police, the Independent Commission Against Corruption, and the Competition Commission to target collusion. A new Building Maintenance Support and Service Bureau and a centralized database for maintenance records are also planned.
