Hong Kong investigation blames cigarette butt for fatal Tai Po fire

An independent investigation has concluded that the devastating fire at the Wang Fuk Court housing estate in Tai Po, Hong Kong, was likely caused by the improper disposal of a cigarette butt. The blaze, which occurred on November 26, 2025, resulted in 168 deaths and the death of firefighter Ho Wai-ho, marking the deadliest fire in the territory in nearly eight decades.

Forensic evidence suggests the fire originated on a platform outside Wang Cheong House, where combustible materials such as cardboard, plastic bags, and wooden planks were present. The investigation highlighted that the rapid spread of the flames was exacerbated by the use of substandard, non-fire-retardant materials, including scaffolding nets and polyurethane foam.

The report also identified systemic failures, including the deactivation of fire alarms and water pumps during renovation works and gaps in government regulatory oversight. The committee noted that while dry, windy weather contributed to the intensity, the combination of flammable construction materials and human error were the primary drivers of the tragedy.
