Overview
Following the 26 Nov 2025 blaze at Wang Fuk Court that killed 168 people, Hong Kong authorities have pursued criminal and investigative routes. Police and the ICAC charged seven individuals and two construction firms with manslaughter, money‑laundering and tax evasion in June 2026; bail was denied for two directors and a total of 35 arrests were recorded. A judge‑led inquiry chaired by Justice David Lok Kai‑hong continues to examine expert testimony, identifying a discarded cigarette and non‑fire‑retardant temporary works as key ignition and spread factors, and calling for reforms to high‑rise façade fire safety. In early July 2026 the government‑appointed administrator, Hop On Management, scheduled an extraordinary general meeting of Wang Fuk Court owners for 19 July, broadcast live from four community centres to reach displaced residents. The agenda will cover the handover from the former owners’ corporation, an update on the untouched Wang Chi House block, and the start of refunds of the remaining repair‑fund balance. A tribunal had rejected Hop On’s request to delay the meeting, enforcing the statutory deadline. In mid‑July 2026 the independent committee conducting the inquiry held its sixth and final hearing (14‑16 July). The session reviewed over 400 pages of government submissions and more than 600 pages from committee lawyers, hearing testimony from residents, the estate’s management company ISS EastPoint, the Urban Renewal Authority, the Competition Commission, fire‑safety contractors and other parties. Issues examined included the deliberate shutdown of fire‑alarm and pump systems, the use of non‑fire‑retardant scaffolding netting and foam‑board window covers, alleged bid‑rigging of the renovation contract and gaps in departmental oversight. The committee will issue a report with findings and recommendations on fire‑safety regulation, procurement transparency and the management of large‑scale building works.
