Hong Kong officials apologize for deadly Tai Po residential fire

Hong Kong Chief Executive John Lee and seven senior officials have issued a formal apology following an independent inquiry into the Wang Fuk Court fire in Tai Po. The blaze, which occurred in November 2025, killed 168 people and remains the city’s deadliest fire since 1948.

The investigation identified significant regulatory failures involving four government departments, including the Housing Bureau’s Independent Checking Unit, the Buildings Department, the Fire Services Department, and the Labour Department. The report cited the use of non-fire-retardant scaffolding netting, combustible foam boards, and improper openings in escape staircases as factors that allowed the flames to spread rapidly through seven residential towers.

In response to the findings, Housing Secretary Winnie Ho has resigned to take political responsibility. The government has announced a major regulatory overhaul, which includes the establishment of a Building Maintenance Support and Services Council by the end of the year to assist homeowners with oversight and tendering.

Additional reforms include the creation of a centralized database for building maintenance records, proposed amendments to six ordinances to strengthen oversight, and new measures to combat bid-rigging. A joint task force comprising the Police, the Independent Commission Against Corruption, and the Competition Commission will be formed to target organized collusion in construction projects.
