Hong Kong residential fire investigation blames cigarette butt for 168 deaths
An independent investigation has concluded that the devastating fire at the Wang Fuk Court residential complex in Hong Kong, which killed 168 people in November 2025, was likely caused by an accidentally discarded cigarette butt.
Forensic analysis conducted by the Hong Kong Government Laboratory indicates the fire started on the building's exterior facade. Investigators found large quantities of packaging materials, such as cardboard and plastic bags, alongside multiple cigarette butts at the point of origin. The committee ruled out electrical short circuits or spontaneous combustion as causes.
The scale of the tragedy was exacerbated by several critical failures. The buildings were undergoing facade rehabilitation, and flammable materials—specifically non-fire-resistant tarpaulins and polyurethane foam panels—acted as accelerants, allowing the flames to spread rapidly. Additionally, fire alarms and pumps had been deactivated days prior to the incident to facilitate repairs on rooftop water tanks.
Authorities have taken legal action following the disaster; 22 people were arrested, with 16 facing homicide charges. The incident has reignited intense debate regarding safety standards and maintenance obligations for large-scale residential rehabilitation projects.
