Hong Kong Tai Po housing fire triggers scrutiny of building safety oversight

On 17 July the independent committee held the final hearing on the massive fire that devastated the Wong Fuk Yen estate in Tai Po, Hong Kong. The committee released a 627‑page written submission containing previously unseen CCTV footage that shows a construction worker in a “Hong Ye” contractor uniform smoking on the rooftop of the Hong Chang block just before the blaze ignited at 2:42 pm. The video records the fire’s progression, with smoke first spotted at 2:33 pm, flames spreading to adjacent blocks via burning debris, and the fire reaching several rooftops by 3:12 pm.

Senior barrister Du Gan‑kun, representing the committee, criticised the Housing Bureau’s Independent Review Unit for relying solely on document review and registered‑inspector monitoring, saying the system collapses when dishonest actors are present. He noted there is no evidence that the unit’s staff were involved in any pre‑arranged inspections or benefitted from the incident, and highlighted systemic gaps that left residents’ safety in a “gray area”.
