Human Rights Watch reports flaws in Rio de Janeiro police operation investigation

A report by Human Rights Watch (HRW) has identified significant failures in the investigation of ‘Operação Contenção’, a police operation in Rio de Janeiro’s Penha and Alemão complexes that resulted in 122 deaths. The operation, which occurred on October 28, 2025, killed five police officers and 117 civilians, including two children.

HRW’s analysis of nearly 9,000 pages of investigative records, 122 autopsy reports, and 4,400 hours of body camera footage suggests widespread misconduct. Key findings include evidence that officers deliberately tampered with or disabled body cameras at critical moments, with only 23 percent of officers wearing cameras during the raid and none of the killings captured on film.

Additionally, the report highlights forensic failures, such as the inadequate preservation of crime scenes, improper handling of seized weapons, and the removal of bodies without proper forensic support. While investigations into the deaths of the five officers have concluded with 12 indictments, the 117 civilian deaths remain under investigation by the Civil Police and the Public Ministry of Rio de Janeiro, with no conclusions reached despite reports of atypical deaths, including a decapitation and close-range shootings.
