Rio de Janeiro Operation Contenção investigation

Overview

Operation Contenção, a police action in Rio de Janeiro’s Penha and Alemão complexes on October 28, 2025, resulted in 122 deaths, including 117 civilians—among them two children—and five security agents. The operation is described as the deadliest police action in Brazilian history.

Investigations by the Civil Police, Federal Police, and the Public Ministry of Rio de Janeiro remain ongoing. A Human Rights Watch (HRW) report analyzing nearly 9,000 pages of records and 4,400 hours of footage alleges widespread misconduct, including evidence that officers deliberately tampered with or disabled body cameras. Only 23 percent of officers were wearing cameras during the raid, and no killings were captured on film. HRW also highlighted forensic failures, such as the inadequate preservation of crime scenes, improper handling of weapons, and the removal of bodies without forensic support. Reports have noted atypical deaths, including a decapitation and close-range shootings.

One year after the event, social movements and residents are holding demonstrations to remember the victims. While investigations into the five officers' deaths have led to 12 indictments, the 117 civilian deaths remain under investigation. Additionally, the Defensoria Pública has raised allegations of torture and death threats against residents, while an analysis by Instituto Sou da Paz noted that much of the ammunition seized was manufactured in 2025, suggesting potential recent diversion.
