Hung Yen province in Vietnam has introduced a socio-economic spatial planning framework aimed at achieving double-digit economic growth and attaining status as a centrally administered city by 2030. The plan is structured around three distinct economic zones and two development corridors.

The northern economic zone is designed as a high-tech industrial, urban, and logistics hub, serving as a gateway to the Hanoi capital region via major transport links like the Hanoi-Hai Phong highway and railway. The central zone will focus on administrative, cultural, and educational functions, with Pho Hien acting as a regional service center and promoting clean industry.

The eastern and southeastern coastal zone is intended to be a strategic growth engine. This area will follow a model integrating free trade zones with port city development and green energy industries, encompassing maritime economy, manufacturing, and marine ecology.
