Hungary has once again blocked the opening of new negotiating clusters in Ukraine's accession process to the European Union. Specifically, Budapest has exercised its veto against opening Cluster 2, which concerns the EU internal market, and Cluster 3, regarding competition policy.

This decision is tied to Hungary's demand for concrete guarantees regarding the rights of the Hungarian minority in Ukraine, particularly in the Transcarpathia region. While Kyiv has previously committed to safeguarding educational, cultural, and linguistic rights, Hungarian officials, including Prime Minister Péter Magyar, argue that these commitments have not yet been implemented through practical measures.

Notably, Hungary did not extend its veto to Moldova, allowing the opening of Cluster 3 for its accession process. However, other EU member states remain reluctant to decouple the accession tracks of Ukraine and Moldova, which are formally linked. While Hungarian Foreign Minister Anita Orbán noted that progress is being made and new education legislation is being prepared, the current impasse continues to slow Ukraine's integration path.
