Hungary-Ukraine EU accession negotiations

Overview

Hungary initially blocked Ukraine’s European Union accession process by exercising its veto against opening Cluster 2 (internal market) and Cluster 3 (competition policy). Budapest tied this blockade to demands for concrete guarantees regarding the rights of the Hungarian minority in the Transcarpathia region, arguing that previous commitments from Kyiv lacked practical implementation.

Following these developments, Hungary signaled a potential easing of the blockade. While definitive consent remains contingent upon the Ukrainian parliament passing legislation to strengthen the educational and cultural rights of national minorities in the Zakarpattia region, Budapest has ceased blocking technical preparations for the two negotiation clusters. If the Ukrainian Verhovna Rada passes the required law, Hungary is expected to allow the opening of these clusters during the upcoming General Affairs Council meeting in Luxembourg.
