Hungary blocks Ukraine EU accession clusters over minority rights
Hungary has blocked Ukraine’s EU accession process for the third time by refusing to approve the screening results for negotiation clusters 2 and 3. Cluster 2 pertains to the EU internal market, while Cluster 3 concerns competitiveness and inclusive growth. This decision, made during the first meeting of the EU Council’s Working Party on Enlargement and Countries Negotiating Accession (COELA) following the summer recess on September 1, prevents the Council from proceeding with preparations to formally open these clusters.
Budapest maintains that it will only lift its objections if Kyiv demonstrates tangible progress in protecting the rights of the Hungarian minority in Ukraine, fulfilling bilateral commitments. This stance follows a similar attempt in July where Hungary agreed to advance only Cluster 3 for Moldova, but the effort failed after other member states, led by Ireland, opposed separating the accession tracks for Ukraine and Moldova.
Because EU accession decisions require the unanimous support of all 27 member states, Hungary’s veto effectively stalls the next stage of the negotiations. While a bilateral agreement regarding the rights of the Hungarian community in Transcarpathia was reportedly reached in June, the Hungarian government continues to demand further implementation before supporting the opening of new negotiation chapters.
