Hungary blocks Ukraine and Moldova EU accession progress

Overview

Hungary has renewed its obstruction of Ukraine’s European Union accession process by refusing to approve the screening results for negotiation clusters 2 (EU internal market) and 3 (competitiveness and inclusive growth). This veto occurred during an EU enlargement working group (COELA) meeting on September 8.

Budapest maintains that lifting these objections is contingent upon Ukraine implementing legislative measures to protect the rights of the Hungarian minority in Transcarpathia, specifically regarding language, culture, and education. While Hungarian officials claim progress has been made, the blockage remains in place.

This veto has also stalled the accession path for Moldova. Although Hungary had previously indicated a willingness to approve Moldova’s cluster 3 results, other EU member states have resisted treating Moldova and Ukraine as separate entities, preferring to keep their negotiation processes synchronized. Consequently, Moldova’s progress is also halted.

This diplomatic impasse follows a period of symbolic reconciliation. The Ukrainian parliament, the Verkhovna Rada, recently passed a resolution condemning Soviet-era crimes in Transcarpathia between 1944 and 1946, specifically the illegal arrests and deportations of Hungarian civilians to the Gulag system. The Hungarian Ministry of Foreign Affairs described that resolution as a “worthy gesture” toward the victims and a significant step in confronting the Soviet past.
