Southern Railway Ring project suspended amid procurement collusion allegations
The Hungarian government has announced the suspension of the Southern Railway Ring project and the termination of the construction contract with V-Híd Építő Zrt. This decision follows findings by the European Court of Auditors regarding collusion in the 2021 procurement process. Minister Dávid Vitézy indicated that V-Híd likely gained an unfair advantage by accessing confidential pricing information, noting that the company had acquired the project's design firm, Kontúr Csoport, shortly after winning the tender.
The suspension puts approximately 320.4 billion forints in EU funding at risk and may delay the project by several years if a new procurement process is required. Additionally, the government is excluding V-Híd from current railway procurement procedures. The State Audit Office (ÁSZ) has denied allegations that it failed to act on earlier warnings from the European Court of Auditors.
In a separate development, the government has officially approved a 120 billion forint non-refundable aid package for Budapest. This funding is intended to help the capital settle accumulated budget obligations and ensure the continuity of public services. The agreement includes conditions for the city to withdraw from ongoing legal disputes regarding solidarity contributions and aims to support long-term infrastructure and transport improvements.
