Hungary initiates constitutional reform process

Hungary is undergoing a process of constitutional reform, initiated by the 16th and 17th amendments to the Fundamental Law. The government has signaled intentions for a larger-scale constitutional project involving professional and social participation, potentially culminating in a referendum.

Constitutional judge Attila Horváth has emphasized the importance of historical constitutionality in defining Hungary’s legal identity and sovereignty. In a dissenting opinion regarding the 17th amendment, Horváth noted that the nation's legal mindset has roots dating back to the era of Saint Stephen, who established the country as a unified legal entity rather than personal property. This historical perspective serves as a reference point for modern constitutional challenges and the preservation of statehood.
