Hungary passes law creating the National Asset Recovery and Asset Protection Authority
The Hungarian Parliament approved a new law establishing the National Asset Recovery and Asset Protection Authority (NVVH) with a two‑thirds majority – 143 votes in favour and 47 against. President Forsthoffer Ágnes signed the legislation, which entered into force immediately after publication in the Magyar Közlöny.
The law mandates that the parliament elect the NVVH’s president and four vice‑presidents within thirty days. The agency will have independent investigative, prosecutorial and asset‑seizure powers, a special legal protection and immunity for its officials, and the authority to recover an estimated 30‑60 billion forints of misappropriated public assets. Prime Minister Péter Magyar said the body will be “Europe’s strongest anti‑corruption institution” and will operate fully independently of the government. Opposition leader Bóka János labelled the NVVH a “new political police” likening it to the historic ÁVH. A fraudulent website impersonating the agency also appeared online shortly after the law’s passage.
