The Hungarian Ministry of Foreign Affairs has filed a criminal report following an internal audit into COVID-19 medical procurement conducted in March and April 2020. The investigation focuses on approximately 300 billion forints (roughly 830 million euros) worth of medical equipment, primarily 16,853 ventilators, purchased through non-competitive, exempt procurement processes.

Auditors identified several critical issues, including lack of transparency in decision-making, inflated prices, and quality concerns. A significant portion of the ventilators reportedly remained unused in storage, incurring storage costs of several billion forints. The ministry estimates potential financial damages in the hundreds of billions of forints. Digital forensics were required to recover approximately 88 gigabytes of data and 130,000 files after documentation was found to be incomplete or partially deleted.

Specific discrepancies were noted among suppliers, with an audit of six companies revealing price differences totaling approximately 37 million euros. One contract with Proconcept Kft. alone showed a 16 million euro discrepancy. The report raises suspicions of breach of trust causing significant financial loss and questions the responsibility of the ministry’s previous leadership.
