Hungary to retire paper-format ID cards by Aug 3 2026

Old paper‑based, book‑format personal identification cards will cease to be valid in Hungary on 3 August 2026, in line with EU regulation 2019/1157 and the 2020 Hungarian law CXXI. The change is recorded automatically in the civil‑registry, so citizens will not receive individual notifications. The Interior Ministry urges all residents to verify their documents promptly.

Anyone who holds only the outdated book‑type ID must apply in person for a new electronic personal ID (eSzemélyi) at any government office. Holders of other valid identity documents, such as a card‑format driver’s licence or a private passport, are not required to replace the old ID, though it is recommended. Issuance of the permanent ID is free for citizens who have reached the age of 70, and special assistance is offered to those unable to attend in person for health reasons. Officials advise the public not to delay the renewal, especially during the busy summer period.
