Hungary's Prime Minister Peter Magyar demands EU repay migration fines

Hungarian Prime Minister Peter Magyar has announced that his government will seek the return of the migration penalties imposed by the European Union. The EU Court of Justice fined Hungary €200 million in a lump sum and a daily €1 million fine after the country failed to implement a 2020 ruling on asylum procedures. Magyar says the fines now total nearly €1 billion, and he also wants the €2 billion in post‑pandemic reconstruction funds that were lost because of missed deadlines.

He has warned that Hungary may use its veto over the EU’s seven‑year budget as leverage, but legal experts note that EU law provides no mechanism for refunding legally imposed penalties and that Brussels is unlikely to break its own financial rules. The dispute follows Hungary’s construction of a fence on the Serbian border and its policy of processing asylum applications in Belgrade, where most requests are rejected. In May, Magyar reached an agreement with European Commission President Ursula von der Leyen to release €16.4 billion of cohesion funds, contingent on a series of reforms.

The standoff highlights ongoing tensions between Budapest and EU institutions over migration policy and rule‑of‑law compliance.
