This marks the first such referral in approximately 20 years. The resolution, proposed by the United States, the United Kingdom, France, and Germany, was supported by 23 of the 35 board members. China, Russia, and Niger voted against the measure, while eight other members abstained.

The IAEA cited Iran's continued non-compliance with its nuclear non-proliferation obligations, specifically highlighting a lack of cooperation regarding investigations into uranium traces found at undeclared sites. The agency also noted difficulties in accessing key nuclear facilities following military engagements involving the U.S. and Israel in June 2025.

Iran has rejected the resolution, calling it politically motivated and biased. Iranian officials argue that the current lack of cooperation stems from security concerns following attacks on their nuclear infrastructure and maintain that their nuclear program is entirely for peaceful purposes.
