ICE issues detainers for foreign nationals charged with murder

U.S. Immigration and Customs Enforcement (ICE) has issued immigration detainers for two foreign nationals facing murder charges in different U.S. jurisdictions.

In Leon County, Luis Eduardo Olla-Hernandez, a 29-year-old Salvadoran citizen, was arrested for first-degree murder following an investigation that began on August 22. ICE identified Olla-Hernandez as a removable individual lacking lawful immigration status and requested that local authorities notify federal officials before his release. The detainer cites the Laken Riley Act provisions.

In Harris County, Texas, ICE placed a detainer on 21-year-old Venezuelan national Jose Gregorio Blanco Moreno. Blanco Moreno is charged with the murder of a 16-year-old boy. Authorities stated that Blanco Moreno entered the U.S. illegally in 2023. Investigators determined the teen's death was a homicide after a hearing officer noted that the bullet's trajectory made suicide unlikely. Blanco Moreno is currently held on a $500,000 bond.
