Overview

In July 2026, ICE deported a Honduran MS-13 member linked to Cartel del Noreste and later transferred two illegal immigrants wanted for aggravated homicide in Mexico via the Juárez-Lincoln Bridge in Laredo. The agency also filed a detainer for a Mexican national convicted of second-degree murder in Nashville, showing a broadening of removal actions against serious offenders.

The pattern continued in late July when ICE handed over two 24-year-old Mexican nationals, Agustín Morales Rentería and Juan Becerra Ruiz, to Mexican authorities at the same Laredo bridge. Both are wanted for homicide offenses in Querétaro; Morales also faces a U.S. firearms conviction. They were processed at the Montgomery Processing Center in Conroe before transfer. Mexican officials assumed custody to pursue the pending criminal cases.

These successive operations illustrate ICE’s ongoing focus on repatriating individuals charged with violent crimes to Mexico, employing coordinated processing facilities and bilateral cooperation at key border crossings.

In August, coordination between U.S. and Mexican officials continued with the planned deportation of Ramiro “N” from Texas. He is accused of a feminicide occurring in July and faces a potential sentence of up to 60 years in Mexico. This follows the July 21 transfer of Morales-Rentería and Becerra Ruiz, an operation Gabriel Martinez, ICE Houston acting Field Office Director, stated prevents the U.S. from becoming a “safe haven for dangerous criminal illegal aliens.”

On August 24, ICE expanded its use of detainers for foreign nationals facing murder charges in the U.S. In Leon County, a detainer was issued for Luis Eduardo Olla-Hernandez, a 29-year-old Salvadoran citizen arrested for first-degree murder, citing Laken Riley Act provisions. In Harris County, Texas, a detainer was placed on 21-year-old Venezuelan national Jose Gregorio Blanco Moreno, who is charged with the murder of a 16-year-old boy.
