ICE agent vehicle strikes man during Houston immigration operation

A 48-year-old Mexican national, Miguel Parra-Hernandez, was hospitalized after being struck by a vehicle operated by U.S. Immigration and Customs Enforcement (ICE) agents during an enforcement operation in Harris County, Texas. The incident occurred on the morning of October 10 near Clay Road and Highway 6.

According to ICE, the operation targeted Jose Mendoza-Cervantes, a Mexican national with a final order of removal and a history of criminal offenses. ICE officials stated that both men fled on foot from a vehicle during a pursuit, and Parra-Hernandez ran in front of an ICE vehicle. However, surveillance footage reviewed by various outlets appears to show an unmarked SUV veering into a parking lot and striking Parra-Hernandez as he fled.

Parra-Hernandez is reported to have sustained non-life-threatening injuries, including suspected broken legs, and remains in stable condition under ICE custody. His family and the immigrant rights group FIEL Houston have held protests, asserting that he has lived in the U.S. for 34 years without a criminal record and expressing concern over his medical care and potential transfer to a detention facility.

The Harris County Sheriff’s Office is leading an investigation into the vehicle-pedestrian collision, supported by the local District Attorney’s Office. Mendoza-Cervantes remains at large.
